Afghan Voice Agency (AVA) - Kabul: Continuing the discussions held every week under the title "Constructive Dialogue, Review of Challenges and Providing Solutions" by the Tebyan Social Cultural Activities Center in Kabul, social affairs experts said today (Sunday, December 8) at the Seventh Martyrs' Shrine that the existence of administrative corruption in the republican system has caused irreparable damage to the country and that the creation of transparent monitoring systems is effective in eliminating administrative corruption in government departments.
Sayed Mohammad Shadab, a social affairs activist in Kabul, considered any action taken in a system or department to secure individual interests to be administrative corruption and said: Administrative corruption has also emerged since governments came to power in human society, but the level of administrative corruption varies in each government.
According to his words, administrative corruption was widespread in the republican system due to the failure of government departments to properly implement the law.
This social activist stated that the ways to prevent administrative corruption are monitoring the implementation of the law and creating a reporting system on the functions of government departments to the government's judicial and supervisory institutions.
Emphasizing that administrative corruption should be prevented from becoming a culture in society, he stated that long-term wars and cultural corruption are also considered to be the cause of administrative corruption and its growth.
Mr. Shadab considered the cause of the collapse of the republican system to be weak management, corruption among its officials, and distrust of the people towards the government, and also added that efforts should be made to institutionalize Islamic values in society.
Stating that foreigners were also widely involved in the spread of administrative corruption in the previous government, this social affairs expert added: "The media has repeatedly reported on the widespread administrative corruption of foreigners and officials of the previous government, and there was deep interference in the movements of political elements in the previous administration."
He supported the Islamic Emirate's decisive action against administrative corruptors and said that with the coming to power of the Islamic Emirate, administrative corruption has decreased, and this is commendable.
According to him, until poverty is reduced, the channel for the formation of administrative corruption will not be eliminated, and the Islamic Emirate must eliminate the root of poverty in the country.
He called for appointing people based on their expertise in government departments and said that social inequalities must be eliminated.
Mr. Shadab, pointing out that moral and financial corruption has decreased significantly in the current situation compared to the time of the republic, added that
the Islamic Emirate has a firm will to fight corruption and must act in such a way that this firm will definitely yield positive results.
On the other hand, Hamidullah Qaderi, a social affairs expert in Kabul, considered the best solution to permanently eliminate administrative corruption to be the creation of a law and system, and said; There was widespread administrative corruption in the republic, and this corruption had created a sense of hopelessness among educated youth.
This social affairs expert considered the weakening of the implementation process of development projects, people turning to illegal activities, and the creation of a deep gap between the people and the previous government as consequences of the existence of widespread administrative corruption in the republican system.
In his opinion, the low level of intellectuality and awareness of the people was the basis for the formation of administrative corruption in the past. He also added that the goal of the Islamic Emirate in the country is to reduce and eliminate administrative corruption, and the current government is trying to grow and develop infrastructure.
Mr. Qaderi considered having expertise along with piety essential in appointing people to government departments, and added; that the best solutions to eliminate administrative corruption in the current situation are complete supervision, creating a digital system, and appointing healthy people in different departments.
According to his words, the correct implementation of Islamic rules and regulations in society and governance will reduce and eliminate administrative corruption. It is worth mentioning that the existence of administrative corruption in government departments in the previous government was considered one of the major problems and people always complained about this area.
