Former NDS Chief ‘Spills Beans’ On 2014 Presidential Elections

Rahmatullah Nabil said during a discussion on Monday night that printing machines for fake ballot papers were found in houses of high-ranking officials.


 AVA- The former National Directorate of Security (NDS) Rahmatullah Nabil on Monday night claimed that printing equipment for fake ballot papers were found in houses around Wazir Akbar Khan, in Kabul city, during the run up to the 2014 elections. He claimed the machines were found in the houses of high-ranking officials who are today part of the National Unity Government (NUG).
 
Nabil’s statement was made during a live broadcast of Black and White on TOLOnews on Monday night. 
 
According to Nabil, who had been the National Directorate of Security (NDS) at the time, he reported the matter to then president Hamid Karzai. 
 
“Printing machines were placed in Wazir Akbar Khan area (at the homes) of people who are currently high-ranking officials in government,” Nabil said. 
 
When Black and White host Sami Mahdi asked why he had not arrested these individuals, Nabil said: “We reported everything to the president of time and to the national security adviser (Dr Rangin Dadfar Spanta), to the members of the National Security Council, and Mr. (Omar) Daoudzai was the interior minister at that time, to the IEC chief (Ahmad Yousuf Nuristani) and we as the authority had to report to them but we did not had the right to interfere nor were we the decision-makers,” Nabil added. 
 
Nabil also claimed that fake US dollars were used during the 2014 presidential election campaign and contracts were awarded to people in advance.  
 
“Foreign Intelligence money used in our campaigns, people's property had been sold and even contracts were given in advance,” Nabil added. 
 
Furthermore, he said the 2004 election had been better run but that problems increased in the 2009 elections and further increased during the 2014 polls. 
 
“According to my information that I had when the 2009 elections ended, some commitments were made at the time by the president of that time (Hamid Karzai) and one of the 2014 presidential election candidates who was told he would be the next candidate,” Nabil said. 
 
“And based on the commitments between the former president and the one presidential candidate in 2014, some national processes were started under the name of a security transaction process from foreign forces over to the Afghan forces and that process was absolutely a campaign process because that process was not established based on any analysis nor based on achievements, and if it was based on achievements we would not now be seeing more troops coming in to Afghanistan,” Nabil said.
