Attacks targeting Afghan electoral process killed 85 civilians: UN

A total of 85 civilians were killed in attacks targeting election in Afghanistan, the United Nations said in a report released Tuesday.



Another 373 civilians were injured in such attacks, the report by the United Assistance Mission in Afghanistan said.
Majority of the casualties happened in attacks during the voting day when 28 civilians were killed and another 249 wounded.
57 deaths and 123 injuries happened during top-up registration and campaign period prior to the voting day, the report said. 150 of those casualties came in two attacks in Kabul and Parwan.
According to the report, over one-third of all civilian casualties on polling day were children. More than 80 percent of all civilian casualties of election-related violence were attributed to the Taliban.
The report also highlighted abductions, threats, intimidation and harassment carried out by the Taliban against civilians leading up to and during the election.
“These attacks, along with public statements made by the Taliban, revealed a deliberate campaign intended to undermine the electoral process and deprive Afghan citizens of their right to participate in this important political process, freely and without fear,” said Tadamichi Yamamoto, the UN Secretary-General’s Special Representative for Afghanistan. “Many Afghan people, however, defied the threats and cast their votes – brave acts that I commend.”
UNAMA said that warning civilians of an intention to attack election sites does not release the warning party of its obligations under international humanitarian law.
“Deliberate acts of violence against voters, election workers, campaigners, election rally sites and polling centres are completely unacceptable,” said Yamamoto, who is also head of UNAMA. “Widespread or systematic attacks against civilian populations may constitute crimes against humanity; the United Nations unequivocally condemns them.”
