Mawlana Mohammad Abdullah, a member of Independent Election Commission, said on Facebook two days after the vote, turnout had been announced as 2,695,890.
However, after uploading data from biometric verification devices, between 1,791,703 and 1,929,333 votes were recorded, he said.
According to Election Law, only votes cast using biometric devices will be counted.
Abdullah said that the difference of137,630 in biometric votes was subject to scrutiny.
He said that provincial election officials who refused to report fraud would be referred for prosecution.
