The reconstruction of Afghanistan is not possible without the interaction and help of the international community/ the view of the Islamic Emirate is changing
In an exclusive interview with ISNA news agency, the Iranian President's Special Representative for Afghanistan Affairs considered the international community's interaction with the country as the way to help Afghanistan and stated that Iran's lack of interaction with Afghanistan due to the non-recognition of the government of the Islamic Emirate has made terrorism stronger. And their movement is towards the borders of this country.
Afghan Voice Agency (AVA): Hassan Kazemi Qomi, the special representative of the President of Iran for Afghanistan affairs, who is pursuing various cases related to Tehran-Kabul relations at the highest level, says that the Islamic Emirate is definitely seeking international legitimacy and insisting on it. Iran also interacts with the Islamic Emirate in today's conditions; but until the inclusive government is formed, it will not recognize them. However, emptying the arena in Afghanistan means that terrorism is strong there and will be drawn towards our borders.
 
In another part of his speech, he clarified: I do not want to say whether the nature of the Islamic Emirate has changed or not; But the realities of governance have taught them that if they want to be recognized by the international community, they must use the support of the people and consider the people's wishes.
 
Hassan Kazemi Qomi, in an exclusive interview with ISNA, about Iran's achievements in dealing with the issue of Afghanistan after the Islamic Emirate came to power, said: Afghanistan, as a neighboring country, has an important position for our security environment and foreign policy. Due to its characteristics, this country has been invaded and occupied twice (by America and the former Soviet Union) and has gone through civil wars; Naturally, the issues that have caused this country to go towards war and instability and the wave of immigration and finally the growth of terrorism have an effect on our security environment both in the field of internal security and foreign policy.
 
He pointed out: Today, a big thing happened and we are witnessing the failure of America's policies in Afghanistan. America failed, its soldiers fled, but its intelligence and security services are still looking for evil to prevent this country from moving towards stability. In such an environment, one of Iran's great tasks is to help Afghanistan move in a direction that does not fall into the trap of these evils.
 
The special representative of the President of Iran in Afghanistan stated: Therefore, the fight against terrorism and occupying policies depends on the fact that a strong and comprehensive government can be formed; Therefore, we want to help Afghanistan move in this direction.
 
Kazemi Qomi stated: Today, the Americans are doing their evil from afar, and one of their efforts was to involve Iran in Afghanistan, but we avoided taking sides. The leaders of this country also realized it. We also tried with the Afghan government to contain ISIS, but fortunately, ISIS has not come to our borders.
 
He continued: We also tried to promote our business cooperation with Afghanistan; at the same time, let's help the development of security cooperation, these factors will make Afghanistan move towards security, stability, participation and more activity. Fortunately, we had good success in this field.
 
The representative of the President of Iran in Afghanistan emphasized: Afghanistan does not have a normal situation, it is not a country that has basic infrastructure, while it also faces problems in the field of security, because of these challenges, the people of this country are forced to leave the country, so bringing Afghanistan is one of the big things towards its peace and stability.
 
Kazemi Qomi added: Today, Afghanistan involves us as a serious concern, we have passed this stage, although there are concerns, but good measures are being taken in the field of operations to fight terrorism and eliminate it.
 
Stating that the development of trade cooperation between Iran and Afghanistan is on the agenda of this country, he said: Unfortunately, the purchasing power of the people of Afghanistan has decreased, the income has decreased, and even the people's money has been blocked, so it should be done in the areas where Afghanistan has a comparative advantage.
 
Referring to the advantage of the North-South Corridor as one of the important priorities of the Iranian government, which is on the agenda, he stated: Apart from road and rail cooperation, one of the areas of good cooperation is the energy sector. Unfortunately, today, electricity production in Afghanistan is 300 megawatt and this issue is one of America's betrayals to the people of this country.
 
In Afghanistan, there are areas that can be cooperated in the field of clean electricity production. In this matter, follow-ups are being done with the Afghan parties because this issue is in the interest of two nations and two countries.
 
Kazemi Qomi further pointed out that a year has passed since the Islamic Emirate came to power in Afghanistan and their government was not recognized by the international community, and said that they are definitely looking for this issue and insisting on it.
 
He clarified: A country that has been destroyed for 4 decades and needs to go towards reconstruction and construction is naturally not possible without the help of the international community, it must definitely interact with the international community. It seems that this view is being strengthened among the ruling body of the Islamic Emirate. Afghanistan cannot be built without the participation of others and foreign investment.
 
This Iranian official stated that "Afghanistan today needs both national trust and foreign investment" and said: "Fortunately, the neighboring countries are ready in this field, and in the Tashkent meeting, the neighboring countries also agreed to form an inclusive government, participate in reconstruction and help establish security."
 
Kazemi Qomi also answered the question that "in different decades and since the Islamic Emirate was formed in Afghanistan, in addition to the Afghan society, the public opinion in Iran did not have a positive view of this trend and it seems that this view is still What measures have been taken to clarify public opinion so far? He said: "In the groupings that exist now, the Islamic Emirate showed that they are not part of the spectrum of Salafi Takfiri currents like ISIS, ISIS considers everyone to be infidels except itself and it is not a question of Shia." When ISIS attacked Mosul University, it killed 1,200 students, including Shiites, Sunnis, Yazidis, etc. While the Islamic Emirate is not like this, the Islamic Emirate's view is based on Hanafi jurisprudence.
 
He went on to say: It seems that the officials of the Islamic Emirate have come to this view and have come to the conclusion that a partnership government should be formed. I don't want to say whether the nature of the Islamic Emirate has changed or not, but the realities of governance have taught me that if they want to be recognized by the world community, they must use the support of the people and consider the people's wishes.
 
The special representative of the President of Iran in Afghanistan also in response to the question that the Islamic Republic of Iran; Does the Islamic Republic of Afghanistan approve or the current government of the Islamic Emirate? He said: The Islamic Republic of Iran interacts with the Islamic Emirate in today's conditions; but until the inclusive government is formed, it will not recognize them. This also makes sense. When a delegation becomes the ruler, it definitely has obligations and responsibilities, and it must fulfill certain obligations especially towards its neighbors.
 
Kazemi Qomi clarified: What will happen if you say that we did not recognize, then we do not cooperate? Naturally, the challenges have increased, and as a result, terrorism has become stronger and they are drawn towards the borders, on the other hand, increasing the number of displaced people is not beneficial. But because the view of the Islamic Republic of Iran is that of the people, in addition to the fact that every governing body has obligations and must fulfill them, it also requires the interaction of the parties; therefore, our effort is to strengthen the strategic view.
 
He also said about the recent statements of the Minister of Energy regarding the pursuit of the claim of the Islamic Republic of Iran from Afghanistan and his personal pursuit of this issue, considering that it shows the suspicion of parallel work among the officials, he said: Regarding the issue of the claim of the Ministry of Energy, the Ministry of Affairs The Ministry of Foreign Affairs and the Special Representative are responsible, as well as the Environmental Organization, and each institution must do its own work.
 
This Iranian official noted: Therefore, we are working in a complementary movement. The question is, has the Ministry of Foreign Affairs failed? The Ministry of Foreign Affairs has not failed in the water issue.
 
Kazemi Qomi pointed out: "water issue is not an issue between Iran and the Islamic Emirate, it is an issue between Iran and Afghanistan." The dam that was built was for the purpose of being able to manage the water the way they want. All the officials of the Islamic Emirate agree that the right to claim is one of the rights of the Islamic Republic of Iran. The officials of the Islamic Emirate must provide water today.
 
He clarified: But when they express regret that the water went to a different path by mistake and this will not happen again, they need time, so when an official from our country speaks in this field with the intention of informing, the effort is to protect the rights of the nation.
 
Iran's special representative for Afghanistan emphasized: Therefore, we consider the path of cooperation to be a good path, the policies of the Islamic Republic are correct policies, but they are facing challenges and obstacles that we must remove.
 
Kazemi Qomi, emphasizing that our borders with Afghanistan are dense and are of the type of commercial borders, said: The Islamic Emirate, which has become the ruler, still does not have troops in shells, it does not have uniforms. So, if the Islamic Republic of Iran unilaterally establishes security at the borders, it is not a problem; we must do this; for several years, we unilaterally undertook the security of the common border between Iran and Iraq until today we are working jointly.
