He added that this meeting is the so-called "Moscow Format Contact Group" and includes Iran, China and Pakistan in addition to Russia.
Kabulov noted that the discussions at the Tehran meeting will be focused on preparations for the Doha meeting.
But he did not say whether the Islamic Emirate was invited to the meeting in Tehran.
The regional contact group is a group that was formed with the presence of special representatives of Iran, Russia, China and Pakistan and at the suggestion of Iran in the previous year's meeting of the Moscow format in the city of Kazan, Russia. Previously, the first meeting of this contact group was hosted by the Ministry of Foreign Affairs of the Islamic Emirate in Kabul.
On the other hand, Russia's special representative for Afghanistan said in a press conference that Moscow supports Afghanistan's candidacy to become a member of the Shanghai Cooperation Organization conditionally.
Zamir Kabulov has added that Afghanistan's potential membership in the Shanghai Cooperation Organization is not only related to the recognition of the Islamic Emirate by Russia, but also to the Afghan economy due to the "economic nature" of this organization.
He said: "Afghanistan should bring its economy to relative order so that the rest of the members of the Shanghai Cooperation Organization consider it expedient to enter."
According to him, Russia is interested in expanding cooperation with Afghanistan in the fight against international terrorism and drug crimes.
But on the other hand, Kabulov said that Russia has not discussed the issue of removing the Islamic Emirate from the list of terrorist organizations with Central Asian countries.
Kabulov added: "We hope that the business of Russia and Afghanistan will find common areas of application, which will lead to further growth of the volume of trade between the two countries."
