Afghan Voice Agency (AVA): The Ministry of Foreign Affairs of the Islamic Emirate recently sent letters to the Afghan embassy in Berlin and the German Foreign Ministry requesting that the six diplomats be announced to end their work.
The German Foreign Ministry has also announced that the mission of these diplomats has ended. The ministry confirmed that after January 30, 2025, the diplomatic privileges of these individuals will end and if they continue to live in Germany, they are required to notify the nearest immigration centers of their presence.
The German Foreign Ministry has announced in a letter the end of the mission of six diplomats of the previous government at the Afghan Embassy in Berlin and the Afghan Consulate in Bonn.
The Ministry of Foreign Affairs of the Islamic Emirate has also announced that the mission of these diplomats had already ended, but they were still continuing their activities. The ministry also said that on December 18 of this year, it notified the Afghan Embassy in Berlin that after the end of December, these six diplomats would no longer be allowed to work.
The letters mention Noor Ahmad Salangi, First Secretary of the Afghan Embassy in Berlin, Farid Khan, Second Secretary, Mohammad Nasim Faqirzada, Third Secretary of the Embassy, as well as Bijan Paya Taheri and Keramuddin Bayazidi as consuls and Mohammad Zahir Yaftali as attaché at the Afghan Consulate in Bonn.
The German Foreign Ministry also sent a letter to the Afghan Embassy in Berlin, announcing the end of the mission of six diplomats from the previous government, stating that after January 30, 2025, these diplomats will no longer enjoy diplomatic immunity and that if they continue to live in Germany, they will be required to submit their asylum applications to the country's immigration authorities.
The Federal Foreign Ministry of the Federal Republic of Germany wrote a letter to the embassy of the previous government on December 8, 2024, confirming the end of the six diplomats' missions. According to the letter from the German Foreign Ministry, Noor Ahmad Salangi, First Secretary, Mohammad Nasim Faqirzada, Third Secretary, Farid Khan Alizadeh, Second Secretary, as well as Bijan Paya Taheri, Consul, Mohammad Zahir Asad Yaftali, Consular Attaché, and Ikramuddin Bayazidi, Consul in Bonn, have ended their missions.
The German Foreign Ministry's letter stated that this action was taken based on Article 10, Paragraph 1a of the Vienna Convention on Diplomatic Relations and Article 24, Paragraph 1a of the Vienna Convention on Consular Relations, and the work of these diplomats in the Federal Republic of Germany is considered to have ended by the end of December 20, 2024.
The German Foreign Ministry stated that this action is mandatory in terms of international law and does not mean political recognition of the Islamic Emirate. According to the ministry, the rights and immunities of diplomats and consular employees whose work has ended, in accordance with Article 39, Paragraph 2 of the Vienna Convention on Diplomatic Relations and Article 53, Paragraph 3 of the Vienna Convention on Consular Relations, usually end upon departure from the country or after the expiration of a reasonable period set by the host country.
According to the German Foreign Ministry's letter, January 30, 2025 has been set as a reasonable period for the departure of diplomats whose mission has ended and their family members. According to the ministry, after this date, the aforementioned rights and immunities will end, with the exception of measures taken in the course of their official duties in the Federal Republic of Germany.
The German Foreign Ministry has asked the Afghan Embassy to register the recalled diplomats and return the protocol identification cards in accordance with the protocol instructions of the Ministry of Foreign Affairs. The letter emphasizes that if the recalled diplomats and consular officers intend to reside in the Federal Republic of Germany after January 30, 2025, without the right of residence, they are obliged to apply in a timely manner to the relevant immigration authorities in their place of residence for an appropriate residence permit in accordance with the German Residence Act.
Earlier, Amir Khan Mottaqi, Foreign Minister of the Islamic Emirate, said that in the past year, they have been able to control and manage Afghanistan’s political missions at the regional level, and currently 39 Afghan political missions in different countries are receiving instructions from the caretaker government.
