Afghan Voice Agency (AVA) - International Service: In this morning's vote, the speaker of the German parliament announced that Mertz did not win the maximum 316 votes needed.
Mertz's Christian Democratic Union-Christian Social Union bloc won the February parliamentary elections, but needs at least one other party partner to form a government, having won 28.5 percent of the vote.
Mertz, 69, agreed to form a cabinet with the Social Democrats, who won only 16 percent of the vote in the February elections.
Before Mertz, there is no chancellor in post-war German history who has failed to win the support of parliament in the first round of voting.
