Afghan Voice Agency (AVA) – Kabul: Public sources and eyewitnesses from various areas of western Kabul, especially the Second Regression Road, around Abdul Rahim Shaheed School in District 18, and the alleys around the Kandahari Mosque in the area of Sar-e-Pul Dasht-e-Barchi Station, told AVA that employees of the Ministry of Encouraging Righteousness, Preventing Evil and Hearing Complaints have taken down the mourning flags of Imam Hussein (AS) by visiting the doors of homes and shops.
According to them, the installation of the mourning flags of Imam Hussein (AS) at the doors of their homes and shops does not pose any security or social problems, and the authorities of the Islamic Emirate should reconsider this issue and allow the people to hold grand Ashura ceremonies and religious rituals.
Ali, a resident of the Muhammad Baqir (AS) Mosque area in District 10 of Kabul, told Ava that employees of the Ministry of Encouraging Righteousness and Preventing Evil came to their doorsteps and demanded that they lower the Husseini flags, warning that if they disobeyed their orders, they would be arrested.
He added: “I don’t know why the flag above the house and the person’s privacy created a disturbance for people?! It is not a security or social problem; it is only above the door of the houses and the slogan of Imam Hussein (AS) is displayed. It is the duty of every Shiite to raise a flag so that it is clear that he is honoring Ashura.”
Sadiq Hussain, the head of the Muhammadiyah (AS) Mosque in Naghash Dasht-e-Barchi station, also told Ava: “Employees of the Ministry of Encouraging Righteousness and Preventing Evil came to my doorstep and lowered the Husseini flags. Around the Kandahar mosque, the mosque manager even came behind his house to lower the mourning flag of Imam Hussein (AS), and all the people were forced to lower their flags.”
In response to these reports, Maulvi Saif-ul-Islam Khaybar, spokesman for the Ministry of Encouraging Righteousness, Preventing Evil and Hearing Complaints, denied in an interview with Ava reporter today (Tuesday, July 1) that the ministry’s employees had lowered the Husseini flags.
Maulvi Saif-ul-Islam Khaybar said: “We have not received much official information on this matter so far.”

In an interview with Ava reporter, Hojatoleslam Walmuslim Abdullah Afzali, spokesman for the Supreme Council for the Regulation of Religious Affairs of the Country, said that a specific framework has been approved and based on it, people can hold Ashura ceremonies without time and place restrictions.
He added: "However, according to the same decision, the gate, water house and flag must be within the same area of the mosque. There should be no flag on the shop or house beyond the mosque. The Islamic Emirate officials have also said that they will act in accordance with the same decision and anyone who violates it will be punished by the government. The elders of the Shia community have also been asked to work hard to implement this decision."
According to him, 20 representatives of the Shia community from all regions, classes and factions met with the Islamic Emirate officials over two days about how to hold Ashura ceremonies and ultimately reached the same decision.
On the other hand, Sayed Zia Hussaini, spokesman for the High Commission of the Shias of Afghanistan, told Ava: "An understanding has been reached between the representatives of the Shia community and the officials of the Islamic Emirate, and we hope that the officials of the Emirate will act in accordance with the same decision and will not violate anything."
Sayyed Zia Hussaini added: “People should refrain from discussions that are provocative, and encounters that provoke and hurt their feelings are not acceptable to the high-ranking officials of the Islamic Emirate, nor to the people.”
It is worth noting that last year, in some areas of western Kabul and parts of the capital, the mourning flags of Imam Hussein (AS) were lowered; an issue that Islamic Emirate officials also confirmed and some people were arrested.
