Afghan Voice Agency (AVA) - Kabul: Maulvi Abdul Salam Hanafi, Deputy for Administration and Finance of the Prime Minister’s Office and Head of the High Commission for Addressing the Problems of Migrants, announced today (Thursday, July 9) in a press conference held at the Government Information and Media Center, the widespread return of Afghan migrants from neighboring countries, especially Iran.
Maulvi Abdul Salam Hanafi said that more than 30,000 people enter Afghanistan daily through the Islam Qala border and another 10,000 through the Nimroz border, and in the last month alone, more than 500,000 people have returned to the country from Iran.
He added that in recent years, more than two million refugees from Iran, Pakistan, and other countries have returned to Afghanistan or been deported. He emphasized that the Islamic Emirate of Afghanistan and the responsible committees are providing services to the returning refugees around the clock.
Maulvi Hanafi also referred to the problems caused by mass deportations and said: “At one point, more than 450 buses of refugees were being deported from Iran daily, which caused congestion and serious challenges at the borders, but now this process is being managed well.”
Referring to the measures taken to improve the conditions of the refugees, the Deputy Minister of the Ministry of Interior stated that now services such as welcoming, temporary accommodation, provision of drinking water, food, distribution of SIM cards and cash assistance (2,000 Afghanis per person) are provided to the refugees. He also clarified that the Transport Committee is responsible for free transportation of the refugees to their home provinces.
The head of the High Commission for the Issues of Refugees, in the Education and Training Department, added that forms are distributed among the refugees at the border to determine the educational status of their children and youth in order to facilitate the process of continuing their education within the country.
According to Maulvi Hanafi, the Ministry of Labor and Social Affairs has also taken steps to identify professionals and, in cooperation with businessmen, will provide them with employment opportunities in factories. He further added that land in special refugee settlements has also been considered for deserving refugees, and so far more than 35 settlements in 25 provinces have been designed and surveyed, and more than 140,000 acres of land have been allocated for this purpose.
The Deputy Minister of Finance and Administration of the Ministry of Ministers addressed investors and industrialists who are abroad that if they return to their homeland, they will be provided with facilities such as tax exemption for up to five years, free land in industrial parks, permission to import two cars, and special facilities for transferring factories and attracting specialists.
Maulvi Hanafi continued that so far more than 3 billion Afghanis have been spent by the Islamic Emirate to support refugees, and the Leader of the Islamic Emirate also emphasizes providing all facilities for returning and deported refugees.
He also referred to the inappropriate treatment of refugees in the camps and on the return route, saying that serious talks have been held with the Islamic Republic of Iran through the Ministry of Foreign Affairs, the Governor of Herat, and political representations, and that Iranian officials have promised to take the necessary measures to improve the conditions of deportation and treatment of refugees.
In conclusion, Maulvi Abdul Salam Hanafi called on businessmen, the media, and citizens to cooperate with the migrants to the best of their ability and convey their situation to others.
