Germany’s Rise to Become Europe’s Most Powerful Army
By making sweeping changes to its defense policy and increasing its military budget, Germany is trying to become Europe’s most powerful army in the coming years and play a more key role in NATO’s security structure.

German Chancellor Friedrich Mertz has described the transformation as a step towards becoming the strongest conventional army in Europe. The modernization process was first initiated by his predecessor, Olaf Schulz, in 2022 after Russia invaded Ukraine, but Mertz is pursuing it with greater speed and intensity.
 
According to the Stockholm International Peace Research Institute, Germany has the fourth-largest defense budget in the world. The government’s plans include increasing defense spending to 3.5 percent of GDP, plus 1.5 percent for military infrastructure, bringing the country’s annual budget to more than 200 billion euros.
 
“I will do whatever it takes to ensure peace and freedom in Europe,” Mertz said. The main focus of the investments is on strengthening air defense, ammunition reserves and long-range precision strike capabilities.
 
The army’s inspector general, Carsten Breuer, has also stressed that Germany must become a vital backbone of NATO.
 
However, the German defense industry has been criticized for being slow to respond to new threats such as drone technology.
 
Some defense startups are calling for innovation and private financing to speed up the response to new threats.
 
The shortage of manpower is another major challenge for the German military; General Breuer has announced that 100,000 additional soldiers and reservists will be needed by 2029. In this regard, the government is considering the return of compulsory military service for 18-year-old men. The plan, which had been suspended since 2011, is supported by a majority of the population, especially the older generations.
 
In the wake of increasing tensions in Europe and the security threats arising from the Ukraine crisis, European countries, especially Germany, are reviewing and strengthening their militaries. NATO has also called on its members to increase their defense budgets and play a more active role in defending the region.
