Details of the Trump-Arab Plan for a Ceasefire in Gaza; Administration of Gaza with a Palestinian Technocratic Government and Gradual Withdrawal of Occupying Forces

28 Sep 2025 - 22:20

The revised ceasefire plan in the Gaza Strip, which was initiated by several Arab countries and in cooperation with the United States, has undergone significant changes compared to the initial version. Informed sources report that this version focuses on the Palestinian administration of Gaza, eliminating the direct international role, and deploying Arab forces on the borders.

Afghan Voice Agency (AVA) - International Service: Several Arab countries have revealed details of the amendments made to the US-proposed plan for a ceasefire in Gaza; the amendments were reviewed last week in a meeting attended by US President Donald Trump in New York. The most important axes of this revised version include the gradual and complete withdrawal of Zionist forces from Gaza and the deployment of international forces - centered on Arab forces - on the borders of Gaza (and not inside it).

According to these changes, the mission of the international forces is only to monitor border security and will not have direct contact with the people of the Gaza Strip.

On the political side, the new version would hand over the administration of the Gaza Strip to a technocratic, Palestinian government with clear ties to the Palestinian Authority. Unlike the previous version, which emphasized international administration of Gaza and even proposed appointing former British Prime Minister Tony Blair as a transitional ruler, the plan now emphasizes Palestinian internal sovereignty. The role of the international body in this version would be purely supervisory.

As for the Hamas movement, the revised version has removed the term “disarming” and replaced it with the phrase “lay down”; a change that attempts to pave the way for some kind of civilian participation or reconciliation, although it would exclude Hamas from managing Gaza after the war.

Despite reports, including in the Israeli newspaper Haaretz, that Hamas had received the plan and announced its initial agreement, informed sources told Al-Arabi Al-Jadeed that Hamas has not yet received any official plan to stop the war. The movement also announced in a statement published on its Telegram channel on Sunday that negotiations have been suspended since the failed assassination attempt on the Hamas leadership on September 9 in Doha. However, Hamas has emphasized that it will consider any new proposal from the mediators with a positive and responsible approach, provided that the national rights of the Palestinians are preserved.

Trump said on Friday, without providing details: “It seems that we have reached an agreement on Gaza.” Al-Arabi Al-Jadeed sources say that he is scheduled to present the final revised version to Israeli Prime Minister Benjamin Netanyahu on Monday. Trump also pledged to the Arab and Muslim countries present at the New York summit that no annexation plan would be implemented in the West Bank or Gaza Strip.

Egypt, Qatar, Saudi Arabia, and Jordan played a pivotal role in drafting the version, and Turkey, the UAE, Indonesia, and Pakistan also joined the group as signatories to the plan.

Regarding the return of Qatar's mediation role, informed sources have reported increasing pressure for Doha to return to the negotiations. However, Qatar has stipulated that the Zionist regime must officially and publicly apologize for the recent attack on its territory and promise that such an act will not be repeated.

The main provisions of the revised version of the proposed ceasefire plan:

- Complete and gradual withdrawal of the occupying forces from the Gaza Strip

- Handing over the administration of Gaza to a Palestinian technocratic government, linked to the PA

- Formation of an international supervisory council, without a direct executive role

- Deployment of international forces, centered on Arab countries, on the borders, not inside Gaza

- Use of the phrase "laying down arms" instead of "disarmament" regarding Hamas

- US commitment not to annex any part of the West Bank or the Gaza Strip

These developments are occurring while the war in Gaza by the Zionist regime continues, and the prospect of stopping the fighting depends on the acceptance of this plan by the parties to the conflict, especially the Zionist regime and the Hamas movement.
