After the meeting of the Israeli Prime Minister with the President of the United States, the White House released the details of Donald Trump's 20-point plan to end the war in Gaza; a plan that includes the release of prisoners and detainees, the formation of an interim technocratic government in Gaza, the presence of an international stabilization force, and the administration of the area under the supervision of a "peace council" headed by Trump and Tony Blair.
Afghan Voice Agency (AVA): The White House unveiled the US President's plan to end the war in Gaza after the meeting of Israeli Prime Minister Benjamin Netanyahu and US President Donald Trump.

According to the Sputnik news agency, the plan emphasizes: "Israel will not occupy or annex Gaza."

The White House issued a statement in support of the plan, saying: “Gaza will be a zone free from extremism and terror that poses no threat to its neighbors. In addition, all prisoners, dead and alive, will be returned within 72 hours of Israel’s public acceptance of the agreement.”

The plan continued: “After all prisoners are released, Israel will release 250 prisoners sentenced to life imprisonment, plus 1,700 Gazans who have been detained since October 7, 2023.”

The White House stressed: “The United States will facilitate dialogue between Israel and the Palestinians to reach an agreement on a political horizon for peaceful and prosperous coexistence.”

According to the White House and Donald Trump’s plan, if both sides agree to the proposal, the war will end immediately.

The White House continued by announcing the plan: “Gaza will be run by an interim government consisting of a technocratic committee of Palestinians and internationals, under the supervision of a “peace council” chaired by Trump and Tony Blair.”

Trump has stated in the plan: “There will be no forced evacuations. Residents are encouraged to stay to build a better Gaza. But residents will be free to leave and free to return.”

Full details of Donald Trump’s peace plan for Gaza:

1. Gaza will be a zone free of terrorism that does not pose a threat to its neighbors.

2. Gaza will be rebuilt for the benefit of the people of Gaza who have suffered too much.

3. If both sides agree to the proposal, the war will end immediately. Israeli forces will withdraw to an agreed line in preparation for the release of prisoners. During this period, all military operations, including aerial and artillery bombardment, will be suspended and the battle lines will remain closed until the conditions for a phased withdrawal are met.

4. Within 72 hours of Israel’s public acceptance of this agreement, all prisoners, alive and dead, will be returned.

5. Following the release of all hostages, Israel will release 250 prisoners serving life sentences plus 1,700 Gazans who have been detained since October 7, 2023, including all women and children detained under those circumstances. For every Israeli prisoner whose remains are released, Israel will release the remains of 15 deceased Gazans.

6. Following the return of all prisoners, Hamas members who commit to peaceful coexistence and the decommissioning of their weapons will receive a general amnesty. Hamas members who wish to leave Gaza will be granted safe passage to receiving countries.

7. Upon acceptance of this agreement, full aid will be sent to the Gaza Strip immediately. At a minimum, the amount of aid will be in line with what was included in the January 19, 2025 agreement on humanitarian aid, including the reconstruction of infrastructure (water, electricity, sewage), the reconstruction of hospitals and bakeries, and the entry of equipment necessary to collect debris and open roads.

8. The entry of distribution and aid into the Gaza Strip will be carried out without interference from either party through the United Nations and its agencies and the Red Crescent, in addition to other international institutions that are not affiliated with either party in any way. The opening of the Rafah Crossing in both directions will be subject to the same mechanism as implemented under the January 19, 2025 agreement.

9. Gaza will be governed by an interim transitional government of a technocratic and apolitical Palestinian committee, which will be responsible for providing public services and daily municipalities to the people of Gaza. The committee will be composed of qualified Palestinians and international experts, and will be overseen by a new international transitional body, the Peace Council, chaired by Donald Trump, and other members and heads of state, including former British Prime Minister Tony Blair. It will set the framework and manage the necessary funding for the redevelopment of Gaza until the Palestinian Authority completes its reform program, as outlined in various proposals, including President Trump’s 2020 peace plan and the Saudi-French proposal, and is able to safely and effectively retake control of Gaza. It will use the best international standards to create a modern and efficient government that serves the people of Gaza and is conducive to attracting investment.

10. Trump’s economic development plan for the reconstruction and revitalization of Gaza will be developed by a panel of experts who have helped to give birth to some of the most modern and thriving miracle cities in the Middle East. Many thoughtful investment proposals and exciting development ideas have been put forward by international philanthropic groups and will be explored to incorporate security and governance frameworks to attract and facilitate these investments that will create jobs, opportunity and hope for Gaza’s future.

11. A Special Economic Zone with a Rate of a tariff and preferential access will be established, to be negotiated with the participating countries.

12. No one will be forced to leave Gaza, and those who wish to leave will be free to do so and to return freely. We will encourage people to stay and give them the opportunity to build a better Gaza.

13. Hamas and other factions agree to have no role in governing Gaza, directly, indirectly or in any other way. All military, terrorist and offensive infrastructure, including tunnels and weapons production facilities, will be destroyed and not rebuilt. A process for the demilitarization of Gaza will be carried out under the supervision of independent observers, which will include rendering weapons permanently unusable through an agreed process for their decommissioning, supported by an internationally funded buyback and reintegration program, all verified by independent observers. The new Gaza will be fully committed to building a thriving economy and living peacefully with its neighbors.

14. Regional partners will provide assurances to ensure that Hamas and the factions fulfill their commitments and that the new Gaza will not pose a threat to its neighbors or its people.

15. The United States will work with Arab and international partners to establish an interim International Stabilization Force (ISF) for immediate deployment in Gaza. It will train and support the Palestinian police force accredited in Gaza, and will consult with Jordan and Egypt, who have extensive experience in this area. This force will be a long-term internal security solution. The ISF will work with Israel and Egypt to help secure the border areas, along with the newly trained Palestinian police force. Preventing the entry of ammunition into Gaza and facilitating the rapid and safe flow of goods are critical to the reconstruction and revitalization of Gaza. The parties will agree on a de-escalation mechanism.

16. Israel will not occupy or annex Gaza. It will withdraw as control and stability are established by Israeli forces in accordance with standards, milestones, and time frames for demilitarization to be agreed upon between Israeli forces, the guarantors, and the United States, with the goal of creating a secure Gaza that no longer poses a threat to Israel, Egypt, or its citizens. In practice, Israeli forces will gradually hand over the territory of Gaza they occupy to Israeli security forces, in accordance with agreements reached with the transitional authorities, until the complete withdrawal from Gaza, except for a security presence on the Gaza border, which will remain in place until Gaza is fully secured from any renewed terrorist threat.

17. If Hamas delays or rejects this offer, the above, including extensive relief operations, will continue in the terrorist-free areas handed over from the Israel Defense Forces to the Israel Security Forces.

18. An interfaith dialogue process based on the values ​​of tolerance and peaceful coexistence will be established to change the mindsets and narratives of Palestinians and Israelis by emphasizing the benefits that can be gained from peace.

19. As the redevelopment of Gaza progresses and the PA reform program is fully implemented, the conditions may finally be in place for a credible path toward self-determination and the establishment of a Palestinian state, which we recognize as the aspiration of the Palestinian people.

20. The United States will facilitate dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
