Afghan Voice Agency (AVA) - Kabul: The press office of the Ministry of Public Works announced today (Thursday, October 9) that the high-ranking delegation of Kazakhstan and the technical deputies of the Ministry of Public Works have reached an agreement to start practical work on the Turghundi-Herat and Herat-Spinboldak railway projects.
The meeting was attended by Maulvi Abdul Karim Fateh, Deputy Minister for Technology of the Ministry, Maulvi Mohammad Ishaq Sahibzada, Deputy Minister for Railways, and their accompanying technical teams, and from the Kazakh side, Zhanibek Zhumayevich Tayzhanov, Deputy Minister for Transport, and Sherkhan Iran Sherkhanovich, Deputy Minister for Industry and Construction, along with Alimkhan Yesin Geldiyev, Ambassador of Kazakhstan to the country.
The Deputy Minister for Technology of the Ministry of Public Works, while welcoming the Kazakh delegation, said that the historical, trade, and transit relations between the country and Kazakhstan are significant and should be further developed. The Kazakh side stated that its goal is to prepare for the practical implementation of the Turgandi-Herat and Herat-Spinboldak railway projects.
At the meeting, the Deputy Minister for Railways provided comprehensive technical information about the country's ongoing railway projects; including that the survey (preliminary study) of the Herat-Kandahar railway project has been completed and its design work is underway. Also, the parties signed the minutes of the practical meeting and the action plan, and it was decided to establish a joint technical and financial committee to review the legal, financial conditions and start practical work on the projects. The Kazakh side also announced that its technical team will travel to the country in the near future.
The Ministry of Public Works has emphasized that the projects must be implemented in accordance with the laws in force in the Islamic Emirate and that the country is fully prepared to start practical work.
On April 24, 2025, Kazakhstan and the country signed a protocol of intent for the construction of the Turgandi-Herat-Kandahar-Spinboldak railway.
The value of Kazakhstan’s investment in the Turgandi-Herat section has been announced at approximately $500 million.
Under this agreement, in addition to the railway, the creation of the necessary infrastructure, including a transport and logistics center in Herat and the installation of fiber optic cables along the intended route, is envisaged.
The proposed cooperation between the country's railways, Kazakhstan and Turkmenistan is also on the agenda to establish a joint venture under the jurisdiction of the Astana International Financial Center.
According to experts, this agreement between the country and Kazakhstan is a milestone in the expansion of the regional transit and transportation network. Studies show that the completion of the Turgandi-Herat-Spinboldek railway project will not only help facilitate trade and transit of goods, but also pave the way for Central Asian countries to access the ports of the Indian Ocean.
According to experts, if the joint technical-financial team can resolve legal, financial and funding issues in a transparent and efficient manner, the project can play an important role in improving the country's transport infrastructure and provide many economic opportunities for the people.
Also, according to experts, the commitment to implementing this plan in accordance with applicable laws will be a key factor in gaining investor confidence and ensuring the sustainability of the project.
