Afghan Voice Agency (AVA) – Herat: The Herat local administration has announced that the process of distributing land plots in the returnee settlement of the province has officially begun. This settlement is located in the Zinda Jan district of Herat and is to be allocated for the permanent settlement of returnees from abroad.
Mohammad Yousuf Saeedi, spokesman for the Herat governor, says that a total of 6,000 acres of land have been earmarked for this settlement and in the first phase, the process of distributing 3,000 acres of land to deserving refugees has begun.
According to him, this process is proceeding based on transparent and fair criteria so that only those who are truly in need benefit from this program. Saeedi added that after the land distribution process is completed, the construction work of the town, including the creation of infrastructure and residential houses, will be implemented gradually.
The Herat governor's spokesman emphasized that the local administration's goal is to provide permanent housing, access to water, roads, social services and other basic needs for the returnees.
Statistics show that since the intensification of the returnee process, more than one million citizens of the country have entered the country from Iran through the Islam Qala port alone.
In addition to Herat, some other provinces also have plans for the permanent settlement of returnees, but the lack of land, budget and infrastructure facilities has made the process challenging in some areas.
According to social affairs experts, land distribution can play an important role in reducing displacement and improving the livelihoods of migrants. However, studies show that the success of this plan depends on the simultaneous implementation of basic services such as the establishment of a water supply network, electricity, schools and health centers.
According to analysts, if construction and provision of services are not carried out in a timely manner, these settlements are likely to turn into settlements without amenities, leading to new social challenges.
