Afghan Voice Agency (AVA): Seyyed Abbas Araghchi, Foreign Minister of the Islamic Republic of Iran, wrote a letter to Antonio Guterres, Secretary-General of the United Nations, and Michael Omran Cano, President of the United Nations Security Council, regarding US President Donald Trump's admission of leading the Zionist regime's aggressive actions against the Islamic Republic of Iran.
He adds: On November 6, 2025, the President of the United States stated: “Israel attacked [Iran] first. That attack was very, very powerful. I was fully responsible for it.” Under international law, these statements are clear evidence of the United States’ direction and control over the aforementioned illegal actions.
Araghchi noted: “As previously reported, the Israeli and US regimes’ aggressive action was carried out against the sovereignty and territorial integrity of the Islamic Republic of Iran and in clear violation of Article 2, paragraph 4, of the Charter of the United Nations. This action included attacks on civilians and civilian targets, carried out in complete disregard for the principles of international law and international humanitarian law, and resulted in the martyrdom of more than 1,100 innocent people and the injury of many more.”
He added: “Also, the indiscriminate attacks against civilian infrastructure, including Iran’s peaceful nuclear facilities under IAEA safeguards, were carried out in clear violation of the UN Charter, the final documents of the Non-Proliferation Treaty (NPT) Review Conferences, IAEA resolutions (including resolutions 444 and 533), and Security Council resolution 487 (1981). Therefore, the international responsibility for these violations lies not only with the Israeli regime but also with the United States, including for directing and controlling the said regime.”
The Iranian Foreign Minister writes: “Based on the above, the United States is obliged to fully compensate for the material and moral damages caused to Iran and Iranian citizens as a result of these violations. The obligation to compensate for the damages incurred includes restoring the previous status quo and paying compensation based on established principles of international law.”
Araghchi noted: At the same time, the aforementioned admission will also entail the individual criminal responsibility of the President of the United States and any other American official or person involved in gross violations of international humanitarian law, including by committing the crime of rape, directing deliberate attacks against civilians (including women and children, scientists, university professors, journalists, and prisoners), targeting senior military officers outside the theater of hostilities, and carrying out deliberate attacks against civilian targets including hospitals and ambulances, the Iranian Broadcasting Center, a prison, and energy infrastructure, including peaceful nuclear facilities.
He added: This, of course, does not prejudice the criminal responsibility of all individuals, including those within the Israeli regime, who were involved in commanding, ordering, committing, or aiding and abetting the commission of the aforementioned war crimes.
The head of the Iranian diplomatic service stated: Accordingly, the Islamic Republic of Iran reserves its unquestionable and indisputable right to pursue through all available legal channels to hold responsible governments and individuals accountable, as well as to receive compensation for the damages caused.
He added: The Islamic Republic of Iran seriously expects that the Secretary-General of the United Nations and the Security Council, in accordance with their responsibility for maintaining international peace and security, will take appropriate measures to ensure that the United States and the Israeli regime are held accountable for these gross violations and bring the perpetrators of these crimes to justice.
Araqchi concluded by requesting that this letter be published as an official document of the Security Council.
