According to the Iraqi constitution, the president must be elected by a two-thirds vote of parliament members. This mechanism allows political rivals to postpone or obstruct the election process.
According to Iraqi political custom after 2003, the post of president is reserved for Kurds, the prime minister for Shiites, and the speaker of parliament for Sunnis. However, the entry of several independent Kurdish candidates into the competition has increased doubts about the ability of the Kurdish movement to reach a consensus on a single candidate.
