Meeting of the Ministry of Rural Rehabilitation and Development with International and Domestic Institutions / Emphasis on Transparency, Coordination and Balanced Development
A meeting of the Ministry of Rural Rehabilitation and Development was held with the presence of representatives of international and domestic institutions in order to improve work, strengthen coordination and achieve balanced development. The meeting in which the Minister of Rural Rehabilitation and Development emphasized the transparent use of aid, removing obstacles to the activities of institutions and focusing on addressing the livelihood problems of rural people.
Afghan Voice Agency (AVA) - Kabul: The Ministry of Rural Rehabilitation and Development held a meeting on Sunday (February 1) to improve work, effective coordination and balanced development with domestic and foreign institutions.

In this meeting, Maulvi Abdul Latif Mansoor, Minister of Rural Rehabilitation and Development, referring to the consequences of several years of wars, said that Afghan villages have suffered serious damage in these years and called on domestic and foreign institutions to cooperate in the area of ​​people's livelihood problems.

He added that many obstacles, including insecurity, that previously hindered the activities of institutions have been removed, and now a broad field of activity has been fully provided for domestic and foreign institutions.

The Minister of Rural Rehabilitation and Development stated that in the name of Afghanistan, a lot of financial assistance is being collected abroad, and the Islamic Emirate government wants to show transparently, in coordination with institutions, how and where this assistance is being spent.

According to Mr. Mansour, some US-affiliated organizations have announced that they have spent about $16 billion in Afghanistan since the Islamic Emirate came to power, while a large part of this money has been spent on partners and contracts of those organizations, and a small share has reached the Afghan people.

Continuing the meeting, Katie Willey, UNOPS representative in Afghanistan, said that UNOPS, as a specialized agency of the United Nations in the field of project management, infrastructure and procurement, considers the Ministry of Rural Rehabilitation and Development as its main partner.

He called the “Community Resilience and Livelihoods” project, which is being implemented with the funding of the World Bank, one of the largest projects in the country, adding that the project has been implemented in 34 provinces, 134 districts and 10 cities and works with 10,000 rural communities.

According to Ms. Katie, more than 11,000 infrastructure activities, including roads, check dams and protective walls, have been implemented, more than one million people have been employed in short-term jobs, and more than 15 million people have benefited from better access to basic services.

He emphasized that all these projects are implemented through non-governmental organizations and the success of UNOPS and donors depends on the effective cooperation of these institutions and the support of the Ministry of Rural Rehabilitation and Development.

Afterwards, Mr. Adana, UNICEF National Coordinator for Water, Sanitation and Hygiene (WASH), referring to the 2026 plans, said that WASH is comprised of more than 72 national and international organizations and three UN agencies and aims to provide water and sanitation services to about 7.8 million people out of more than 50 million in need.

Referring to the targeted budget of about $160 million, he stressed the need for timely signing of memorandums of understanding (MOUs), expeditious issuance of permits to partners and strengthening coordination between WASH and the Ministry of Rural Rehabilitation and Development.

He added that all projects are implemented based on the approved criteria of the Ministry and that avoiding project delays plays an important role in the sustainability of water and sanitation facilities.

In the final part, Veronica, the representative of the International Committee of the Red Cross (ICRC) in Afghanistan, while appreciating the coordination of the Ministry of Rural Rehabilitation and Development, said that the Red Cross is present in different provinces, especially in areas affected by conflict, natural disasters and protracted crises, and implements community-based projects in the water, economic security, agriculture, health and social protection sectors.

She called for clear guidelines from the Ministry of Rural Rehabilitation and Development on coordination between ministries and determining the role of local associations, and emphasized that the ultimate goal of all institutions is a joint move to effectively support the most vulnerable segments of Afghan society.

The meeting concluded by emphasizing continued cooperation, transparency in the use of aid, and strengthening coordination between the government and international institutions to achieve balanced rural development.
