Transfer of 1,300 ISIS members to Iraq; majority are foreigners
The Iraqi Prime Minister’s Advisor announced that Baghdad has so far accepted 1,300 elements affiliated with the ISIS terrorist group, of which only four are Iraqi citizens and the rest have the citizenship of other countries.
Afghan Voice Agency (AVA): Hussein Allawi, Advisor to the Iraqi Prime Minister, said in an interview with Al-Arabiya TV that the Iraqi government has so far accepted 1,300 elements affiliated with the ISIS group. He clarified that among these individuals, only four have Iraqi citizenship and the rest are citizens of other countries.

Referring to the sensitivity of this issue, Allawi said that Iraqi security institutions have dealt with these individuals “based on precise security mechanisms” so that there is no threat to the country’s internal security and the lives of Iraqi citizens. According to him, all stages of accepting, keeping and examining these elements are carried out under the full supervision of the security and intelligence services.

The Iraqi Prime Minister's Advisor also referred to the agreement between the Syrian interim government and the Kurdish militias (SDF) in another part of his remarks, calling the agreement "positive and in line with Iraq's interests." He stressed that the agreement could lead to strengthening regional cooperation in the fight against terrorist groups, especially ISIS.

Allawi added that the agreement would pave the way for information exchange and intelligence and security cooperation between the conflicting parties.

At the same time, he warned that Iraq would monitor the implementation of the agreement "carefully and continuously" so that none of the parties exceeded the established frameworks and did not create unwanted security consequences for neighboring countries, including Iraq.

After the defeat of the ISIS group and the loss of its control over large areas in Syria and Iraq, many members of the group and their families were detained by Kurdish militias in northeastern Syria.

But in recent weeks, as security instability in these areas has intensified and the risk of prisoners escaping has increased, concerns have grown about the return of terrorist activities in the region.

The Iraqi government eventually accepted the US request to transfer these elements from Syria to Iraq.

By the end of January 2026, hundreds of ISIS members, including foreign nationals and only a few with Iraqi citizenship, had been transferred to Iraq, and this process is still ongoing.
