The signatories of this statement, citing the four Geneva Conventions, have emphasized that compliance with the principles of distinction between military and civilian targets, the principle of proportionality, and the prohibition of attacks on civilian areas are mandatory for all states, and their violation is considered a serious international violation.
Pointing to the special protection of scientific and educational centers under international law as civilian institutions and a platform for the production of knowledge and human development, Afghan university professors have warned that attacks on these centers, in addition to violating international obligations, violate fundamental rights such as the right to life, the right to education, the right to personal security, and the right to a safe environment for scientific growth; rights that have been recognized in international documents such as the International Covenant on Economic, Social and Cultural Rights.
The statement adds: Universities, schools, and other educational and training centers are not merely educational institutions, but are also fundamental pillars of sustainable development, promoting dialogue, and strengthening global peace. Therefore, an attack on these institutions is considered an attack on the foundations of civilization and the common heritage of humanity.
The authors of this statement have called on the international community, especially academics, intellectual elites and independent institutions, to take responsible, rights-based and ethical positions to respond seriously to these actions and prevent their recurrence.
The United Nations Educational, Scientific and Cultural Organization (UNESCO) is also expected to take effective and practical measures, within the framework of its missions, to protect and safeguard scientific and educational centers, especially in situations of armed conflict.
