Afghan Voice Agency (AVA) - Tehran: The text of the Iran-US Memorandum of Understanding is as follows:
The Islamic Republic of Iran and the United States of America, jointly and in good faith, agreed on the following on June 19:
1. By signing this Memorandum of Understanding, the Islamic Republic of Iran and the United States of America and their allies in the current war declare an immediate and permanent cessation of military operations on all fronts, including in Lebanon, and undertake not to start any war or any military operations against each other from now on, and to refrain from threatening or using force against each other, and to guarantee the territorial integrity and sovereignty of Lebanon. The final agreement shall provide for a permanent cessation of hostilities on all fronts, including in Lebanon, and shall confirm the remaining provisions of this paragraph.
2. The Islamic Republic of Iran and the United States of America undertake to respect each other’s sovereignty and territorial integrity and to refrain from interfering in each other’s internal affairs.
3. The Islamic Republic of Iran and the United States of America undertake to negotiate and reach a final agreement within a maximum period of 60 days, extendable by mutual consent.
4. Immediately upon the signing of this Memorandum of Understanding, the United States of America shall begin to lift its naval blockade and any harassment or obstruction of the Islamic Republic of Iran, and shall fully terminate the naval blockade within 30 days. During this period, vessel traffic shall be proportionate to the pre-war traffic maintained by the Islamic Republic of Iran. The United States of America also undertakes to withdraw its military forces from the area surrounding the Islamic Republic of Iran within 30 days of the final agreement.
5. By signing this Memorandum of Understanding, the Islamic Republic of Iran will make arrangements to its best efforts to allow safe passage of merchant vessels, free of charge, from the Persian Gulf to the Sea of Oman and vice versa for a period of 60 days only. The passage of merchant vessels shall commence immediately and shall be established within 30 days, subject to the necessity of removing technical and military obstacles and mine clearance by the Islamic Republic of Iran. The Islamic Republic of Iran will engage with the Sultanate of Oman to determine the future administration and maritime services in the Strait of Hormuz, in accordance with applicable international law and the sovereign rights of the littoral states of the Strait of Hormuz, and will also exchange views with other littoral states of the Persian Gulf.
6. The United States commits to developing, with its regional partners, a definitive, mutually agreed-upon program for the economic reconstruction and development of the Islamic Republic of Iran, providing at least $300 billion. The implementation mechanism for this program will be finalized as part of the final agreement within 60 days. All necessary approvals, clearances, and licenses for related financial transactions will be provided by the United States.
7. The United States of America undertakes to lift all sanctions against the Islamic Republic of Iran, including United Nations Security Council resolutions, IAEA Board of Governors resolutions, and all unilateral U.S. sanctions, both primary and secondary, on a timetable to be agreed as part of the final agreement. The Islamic Republic of Iran and the United States of America recognize the fundamental importance of the issue of sanctions relief as set out above and express their intention to address these issues urgently in negotiations with a view to reaching mutual agreement on them.
8. The Islamic Republic of Iran reaffirms that it will not produce or acquire nuclear weapons. The Islamic Republic of Iran and the United States of America have agreed to resolve the status of stockpiled enriched material through a mutually agreed mechanism and in accordance with the timetable set out in paragraph 7, at a minimum by means of in-situ dilution under the supervision of the International Atomic Energy Agency. The two sides also agree to discuss the issue of enrichment, and other mutually agreed issues related to the nuclear needs of the Islamic Republic of Iran, on the basis of a satisfactory framework to be agreed in the final agreement. The final agreement will confirm the provisions of this paragraph. The Islamic Republic of Iran and the United States of America recognize the fundamental importance of the nuclear issues mentioned above and express their intention to address these issues urgently in negotiations with a view to reaching mutual agreement on them.
9. The Islamic Republic of Iran and the United States of America agree to maintain the status quo pending a final agreement; the Islamic Republic of Iran will maintain the status quo on its nuclear program, and the United States of America will not impose any new sanctions on Iran or deploy additional military forces in the region.
10. The United States of America undertakes to issue Treasury bonds for the export of Iranian crude oil, petrochemical products and their derivatives, and all related services, including banking transactions, insurance, transportation, etc., immediately upon signing this Memorandum of Understanding and until the sanctions are lifted.
11. The United States of America undertakes to make available for use in full any funds and assets of the Islamic Republic of Iran that are restricted or frozen by the implementation of this Memorandum of Understanding. The United States of America and the Islamic Republic of Iran shall mutually agree on the procedures for the release of such funds during the negotiations. These funds, whether held in the master account or transferred, they shall be fully available for payment to any ultimate beneficiary as determined by the Central Bank of the Islamic Republic of Iran. The United States of America undertakes to issue all necessary approvals and permits in this regard.
12. The Islamic Republic of Iran and the United States of America agree to establish an enforcement mechanism to monitor the successful implementation of this Memorandum of Understanding and future adherence to the Final Agreement.
13. Upon signature of this Memorandum of Understanding, and subject to the commencement of implementation of paragraphs 1, 4, 5, 10, and 11 of this Memorandum of Understanding and the continued implementation of these measures, the Islamic Republic of Iran and the United States of America shall commence negotiations on a Final Agreement exclusively on the remaining paragraphs.
14. The Final Agreement shall be approved by a binding resolution of the United Nations Security Council.
