Afghan Voice Agency (AVA): Hamad, in an interview with Al Jazeera, referred to the difficulty of the recent negotiations and stated that Hamas has tried to reach the best possible and achievable formula.
He clarified that the issue of weapons is linked to issues such as Israel's withdrawal from Gaza and the reconstruction of this area, and that Israel will not interfere in the issue of disarmament, and that this is the national committee that will carry out this mission.
This senior Hamas member warned: "We will not take any action related to disarmament before Israel withdraws from the Gaza Strip, and if the occupying forces do not fulfill their obligations within the framework of this agreement, we will not take any action either." He also thanked Egypt, Qatar and Turkey for their efforts to reach this agreement.
Meanwhile, Al Jazeera and Al Mayadeen networks reported obtaining a copy of the draft agreement between Hamas and Palestinian groups with the mediator countries. According to the draft, the process of counting and storing heavy weapons, military equipment production sites, weapons depots and tunnels will begin, and this operation will be implemented after the remaining commitments within the framework of the Sharm el-Sheikh Protocol are completed and the National Committee and the International Stabilization Force arrive in the Gaza Strip.
According to the provisions of this plan, the National Committee will be responsible for managing and implementing the counting and storing of weapons in a gradual and phased manner, and the implementation schedule will be determined within 14 days. The stages of counting weapons have also been linked to the gradual withdrawal of Israeli forces from the occupied territories in Gaza.
The draft emphasizes that no weapons will be transferred to Israel or non-Palestinian parties, and that only the National Committee will have the authority to maintain, store, or control weapons. The implementation of weapons-related arrangements is also envisaged as part of a comprehensive process to implement the peace plan and resolve the weapons issue within the framework of realizing the right of Palestinians to self-determination and the establishment of a Palestinian state.
On the other hand, Ali Abu Shaheen, a member of the political bureau of the Palestinian Islamic Jihad movement, emphasized that the movement is striving to reach an agreement that, while reducing Palestinian suffering, preserves national rights and the resistance.
He called for a similar and clear commitment by the Zionist side to any commitment by the resistance groups, and announced that Islamic Jihad has serious reservations about the current text of the published draft, because it does not include the terms and conditions demanded by the movement. Abu Shaheen emphasized that negotiations between the two sides are ongoing and that the final agreement must be balanced and binding on both sides.
