Afghan Voice Agency (AVA): US President Donald Trump signed an executive order on Wednesday, citing what he called an "increasing threat" from foreign actors against the country's power grid as the basis for declaring a national emergency.
In the order, Trump claimed that some foreign actors are creating and exploiting vulnerabilities in the US power grid; a network that supplies electricity needed by the defense sector, emergency services, critical infrastructure and the country's economy.
According to a White House statement, Trump also considered America's dependence on foreign power grid equipment a security threat, especially given the rapid growth of data centers, artificial intelligence, advanced industries and defense production.
The decision comes as Washington’s concerns about the use of Chinese-made equipment in critical US infrastructure have grown. Reuters had previously claimed that US experts had identified unknown communication devices in some Chinese-made solar inverters that were not declared in the product documentation.
The new order will prohibit the purchase, import, transfer or installation of certain foreign power grid equipment that the US Department of Energy considers to pose a risk of sabotage, unauthorized access, remote malicious actions or supply chain disruption. These restrictions also include software, middleware, digital services and remote access capabilities associated with such equipment.
The US government can also take measures, including identifying, isolating, monitoring, securing, disconnecting, replacing or removing equipment purchased or installed before the order was issued. However, the Energy Department is also required to consider the implications of such measures on the safety and reliability of the grid and the continuity of essential services.
Trump has also ordered the US Department of Energy to identify high-risk equipment and make recommendations to the President on how to isolate, monitor, or replace it.
In another part of this order, the US President has issued an order to review the federal procurement regulations in the field of energy infrastructure so that American-made energy equipment and infrastructure are prioritized in government purchases.
According to this order, the US Department of Energy has 180 days to submit proposals for amending the federal procurement regulations.
The White House has stated that the purpose of this action is to protect the security, integrity, and reliability of the US electricity grid against foreign threats and reduce the country's dependence on equipment manufactured abroad.
