The 9 conditions proposed by the Tebyan Center for the sustainability of the rule have not been fulfilled after 5 years / We want the Islamic Emirate to last by carrying out reforms
On the eve of his trip to Kabul and in the company of senior members of the center in Mashhad, Hojatoleslam Walmuslimin Sayyid Isa Hosseini Mazari, head of the Tebyan Center for Cultural and Social Activities, reviewed the 9 conditions that he had proposed four years ago for the sustainability and authority of the Islamic Emirate's rule in Afghanistan. He announced that the expected progress in realizing these conditions, including the formation of an inclusive government, drafting a constitution, securing religious and citizenship rights for followers of the Jafari sect, and guaranteeing legal freedoms, has not been achieved over the past five years. He pointed out some shortcomings in the field of civil liberties and the need to respect the dignity and honor of scientific and religious figures, and considered this situation to be a cause of reducing hope for the long-term sustainability of the rule. However, Hosseini Mazari stated that the solution to this situation is to satisfy followers of all religions and ethnicities, avoid creating an atmosphere of psychological insecurity, and strengthen the "sense of security" among citizens, along with continuing the policy of "interaction with constructive criticism" by independent social movements.
Afghan Voice Agency (AVA) - Mashhad: Hojjatoleslam Walmuslim Sayed Isa Hosseini Mazari stated in this meeting that the purpose of the meeting was to meet with colleagues and propose important points that he expects to be followed up seriously during his visit to Afghanistan.

The main thrust of his speech was presented in two basic parts: in the first part, he addressed the Tabyan Center's macro policy towards the Islamic Emirate and evaluated its five-year performance. In the second part, addressing the center's cadres and members, he emphasized the need for serious organizational activity and active presence in various fields.

Reasons for Initial Interaction with the Islamic Emirate
Hosseini Mazari began his speech by recalling that the Tebyan Center was the first organization that, after the political developments in the country, announced its policy of interaction with the Islamic Emirate based on five specific reasons published in a seven-part article in the Ava News Agency and other media. He asked the attendees to refer to the text of the article for detailed information on these reasons to determine on what basis the center has been present alongside the governing structure over the past five years.

Rereading the 9 Conditions for the Permanence of Sovereignty and the Warning Four Years Ago
The head of the Tebyan Center then, citing the seventh part of his article, which was published in Juza 1401, solar year, reread this section exactly for the attendees. He emphasized that at that point, he had clarified that the capacities and opportunities available to the Islamic Emirate could only be used in favor of the sovereignty if a series of other conditions were met, not in an absolute manner. Then he listed the nine conditions as follows:

1. Inclusive government: The sovereignty of the Islamic Emirate will have lasting power if people from all ethnic groups, followers of all religions, all languages, and all regions of Afghanistan are present in it.

2. Islamic and progressive constitution: Afghanistan must have a progressive constitution on the basis of which the country’s domestic and foreign policies can be regulated.

3. Freedom of speech, the activity of political parties, and the right to vote: This issue is very vital for governance and the sustainability of a sovereignty.

4. Securing religious and citizenship rights of Shiites: In this part of his article, he pointed out that the previous government under Western domination had included the basis for the officialization of the Jafari sect in its constitution, and emphasized that an Islamic government would not act in a worse or weaker way than the first.
He also pointed out that no statement had ever been heard from the high officials of the Islamic Emirate regarding the non-officialization of the Jafari sect, and noted that in addition to freedom and respect for Shiite ceremonies and rituals, their personal status is also applied in accordance with Jafari jurisprudence. However, he emphasized that it is not without merit to remind that the followers of the Jafari sect, with their significant population, are a religious and patriotic people, and securing their rights should be one of the country's priorities. He also considered the recognition of other religious and religious minorities effective in establishing peace and stability.

5. Appointing committed and specialized elements to top government positions: Hosseini Mazari had said that having illiterate, poorly educated, or inexperienced people at the top of affairs is a serious challenge that creates public dissatisfaction.

6. Implementing a general amnesty in the true sense of the word: He had warned that if a general amnesty is declared but those who are not targeted are prosecuted, arrested, or targeted suspiciously in some areas, the people will not feel secure, and the return of opponents to the country and the persistence of people inside will face problems.

7. Activating women's education: At that time, he referred to the closure of girls' schools from the sixth grade onwards, and although the closure of universities was not yet an issue, he had emphasized that there is no difference between studying in school and university, and in any case, educational opportunities should be provided for women.

8. Considering Priorities: In that article, Hosseini Mazari emphasized that issues such as security, livelihood, housing, domestic and foreign policy are the main priorities of governance and that addressing people's personal behaviors or less important issues is not a priority.

9. And other conditions: Pointing out that there may be other conditions, he considered observing the same few limited points to be of utmost importance and warned that otherwise, domestic and foreign 

Initial stance on national interests and call for solidarity
Continuing his recitation of his article, Hosseini Mazari also read this paragraph in which he had stated that as an Afghan Shiite citizen who believes in the guardianship of the jurist, along with all his colleagues, he considers securing national interests, the territorial integrity of the country, interacting with the Islamic Emirate, and striving to build a free, independent, and Islamic Afghanistan as his highest duty.

With respect to all elders, scholars, scientists, and influential Shiite people, he had called on the general public to focus all their worries and sorrows on solving internal problems, to fully exploit the golden opportunities that have arisen, and to work to establish peace, stability, and security and build a powerful Afghanistan by seriously interacting with the Islamic Emirate and cooperating with its compassionate leadership and stakeholders, and to respond negatively to any divisive and enemy-pleasing calls.

Five-Year Performance Assessment: Moving from Initial Optimism to Growing Concern
After rereading this article, Hosseini Mazari entered into the assessment of the Islamic Emirate’s five-year performance. Acknowledging that during this period, in private and media meetings, they have recounted the problems and challenges of managing the country, he clarified that unfortunately, during these five years, no tangible progress has been seen in fulfilling these nine conditions and the trend in some areas has become worrying instead of improving.
He revealed that in the beginning, he would argue with every opponent that the Islamic Emirate would last for at least 20 years and a maximum of 50 years, because it has no alternative and also has a series of positive indicators. But now, due to the failure of those involved to comply with the demands and conditions, this hope is fading.

Detailed Criticism of Performance Within the Framework of the Determined Conditions
Hosseini Mazari then separately criticized the current situation in each of the stipulated areas:
1. On the issue of inclusive government: Stating that nothing significant has happened in this regard, he said: “We have constantly emphasized that personalities from all religions, languages, and regions of Afghanistan should be present in the power structure. Simply appointing a few people from other streams to the position of deputy ministers does not meet this demand. When we talk about inclusiveness, there is an expectation of more serious participation and at higher levels from non-Taliban groups.”

2. On the issue of the constitution and fundamental freedoms: Pointing out that there is no constitution, he said: “We continue to face restrictions in the area of ​​freedom of expression. The activities of political parties are also practically closed, and these gaps are felt in the country’s macro-management.”

3. In discussing the rights of Shiites and the state of the Shiite community: The head of the Tebyan Center said in a critical tone in this section: "The Shiite community is facing difficulties. There are encounters that are not in keeping with the dignity of scholars and religious figures. An atmosphere has been created in which the community feels concerned. In the past five years, major Shiite figures have sometimes been summoned, sometimes received warnings, and in some cases have been arrested. When a person like Mr. Rouhani in Herat or Ayatollah Sharifi in Kabul is confronted in a way that tarnishes their scholarly and social status, this message is conveyed to the community that the necessary dignity and respect are not observed. These practices contradict the declared policy of the Islamic Emirate itself of treating scholars appropriately."
In explaining the story of Ayatollah Sharifi, he explained that he was summoned by an institution promoting good conduct because he performed a confidentiality contract for a young couple according to Jafari jurisprudence, and this action has led to widespread reactions.

4. Regarding the issue of holding religious ceremonies and rituals: Hosseini Mazari, referring to the ban on holding some ceremonies, including the ceremony to honor the martyred leader and leader, Imam Khamenei (God bless him and grant him peace) as a respected global figure in Herat and the creation of severe restrictions in Kabul for organizers, raised the question: what can this mean when the government does not respect the beliefs and elders of a large social group?!

Emphasizing the right to criticize and warning about the loss of a sense of security
The head of the Tebyan Center clearly stated that the Tebyan Center had announced from the beginning that its interaction with the Islamic Emirate was conditional on the fulfillment of those reasons and conditions. He said: "We have always defined and will continue to make positive moves, but it is our right to criticize and review the shortcomings in its performance. We are not against this structure, but rather we want it to last by making reforms. But with the current situation, the task becomes difficult."

He continued by addressing the people involved in the Islamic Emirate, stating: "If you are looking for permanence, you must gain the consent of followers of all Islamic sects. You must avoid creating an atmosphere that deprives people of a sense of security. If the sense of security disappears, physical security will have no meaning. Experience has shown that in societies where people do not feel secure, progress in any field, including scientific, cultural, economic, and military, is not possible, and people either become exhausted at home or think about leaving the country."

Historical lessons for permanence
In the final part of his critique, Hosseini Mazari mentioned a historical comparison and reminded that previous Afghan governments, such as the communist government despite widespread massacres and the republican government despite enjoying the support of more than 170 countries, NATO, and the military power of the United States, were unable to perpetuate themselves by relying on repression and creating insecurity and eventually fell.

Finally, Hosseini Mazari clarified that the policy of the Tabyan Center is still based on the interaction and permanence of this structure, but with continuous criticism.

Explaining the organization's independent identity and rejecting dependence
Hosseini Mazari continued to explain the identity of the Tabyan Center with complete transparency and emphasized that none of the officials, cadres, and members of this center are members of the Islamic Emirate and do not have any official or unofficial responsibility on their part.
He introduced this center as "an independent intellectual, revolutionary, and provincial movement" in Afghanistan based on Shiite jurisprudence, which of course encompasses all Afghan people of every ethnicity and religion.
Referring to past accusations of dependence on Iran, he recalled a memory from a speech he gave in 2010 and said: "Dependence between two independent things means that one is inclined or dependent on the other. But we do not have a "duality" with a religious and Muslim Iranian. We act based on a common culture and thought. Velayat-e-Faqih is part of our religious belief. I said at the time; Our Wali-e-Faqih is in Tehran and I, as a follower of this thought, am in Afghanistan. Where is the dependency in this?! He emphasized that this clarification at that point put an end to many propaganda.

Part Two: A Call for Serious Organizational Activities and Responsible Activism
The second part of the speech of the head of the Tebyan Center was addressed to the cadres and members of this center. Referring to the serious conditions of the country, he considered the passivity and carelessness of the people and personalities as one of the reasons for the worsening of the situation and emphasized that complete negativity should be avoided.

He asked his colleagues to observe fairness in their assessments and "see both the full and empty sides of the glass." According to him, the Islamic Emirate has done good and significant work in areas such as the economy and especially reconstruction, which should be addressed alongside criticisms.
Hosseini Mazari asked his colleagues, especially members based in Iran, to maintain their organizational relationship with the Mashhad office seriously, to be actively present in meetings and activities, and to consider this activity a religious and political duty to secure the future of the country and improve the living conditions of the people.
He considered inaction not appropriate in the circumstances and called for all institutions, scholars, seminaries, and Shiite scholar councils to leave their state of passivity and enter the scene of responsible activism, both in response to strengths and criticisms, and to present suggestions to senior officials of the Islamic Emirate.
He stated that one of the reasons for the media coverage of the criticisms of this center was the need for all officials to be informed about the situation in society and the possibility that senior officials were unaware of some of the actions of lower-level elements.
In conclusion, the head of the Tebyan Center, while recommending a careful study of the seven-part article and the recent statement condemning the treatment of Ayatollah Sharifi, called on all members to help the organization advance its goals by actively participating in practical fields and cyberspace and providing financial support. He emphasized that the ultimate goal of these activities is to guide society and youth and play an effective role in the fate of the country.
