Mrs. Otenbayeva said in this meeting that she believes that using the willingness of the Islamic Emirate to interact should be one of the guiding factors in the future approach of the international community regarding Afghanistan.
 
He considered the other factor to be "durable and more accurate international consensus" and expressed hope that this consensus will be reached in the future meeting of the special representatives of the countries regarding Afghanistan.
 
The special representative of the United Nations Secretary General for Afghanistan said at the meeting of the Security Council of this organization that the Shiite community of Afghanistan is still at risk of disproportionate vulnerability.
 
He added that three recent attacks against Shiites, which resulted in the deaths of 39 people, were recorded in the period covered by the latest report of the UN Secretary General.
 
Ms. Otenbayeva said that the Khorasan branch of the ISIS terrorist group took responsibility for these attacks.
 
He also mentioned the recent attacks against Shiites in Herat and said that nine people were killed in three targeted attacks against Shiite clerics in this province.
 
Roza Otenbayeva said at the UN Security Council meeting that the humanitarian situation in Afghanistan is still worrying.
 
He added that we are entering a winter where more than 20 million people are dependent on humanitarian aid.
 
The special representative of the UN Secretary General said that due to the reduction in the budget for humanitarian aid this year, many of Afghanistan's needy citizens are more vulnerable than last year.
 
He added that OCHA would elaborate on the humanitarian situation and lack of funding, but wanted to emphasize the urgency of the issue.
 
In her speech at the UN Security Council meeting, Ms. Otenbayeva also mentioned the education situation in Afghanistan and said that the quality of education in this country is a growing concern.
