The parties noted that all terrorist groups including ISIS, Al-Qaeda, East Turkestan Islamic Movement (ATIM), Tehreek-e-Taliban Pakistan (TTP), Balochistan Liberation Army (BLA), Jundullah, Jaish-ul-Adl, Jamaat Ansarullah, the Islamic Movement of Uzbekistan (IMU) and other terrorist organizations based in Afghanistan are still considered a serious threat to the security of the region and the world.
The parties emphasized the importance of combating the threat of drugs and demanded support for the development of alternative programs for drug cultivation as well as the fight against drug production and trafficking.
The parties emphasized the need to maintain dialogue and communication between the international community and Afghanistan and demanded more action to improve the living conditions of the people and expressed confidence that the Afghan authorities will respect the basic human rights, including the rights of all ethnic groups, women and children, and this equal right for All citizens of Afghanistan are provided to participate in the political, social, economic and cultural affairs of that country.
The parties paid attention to the importance of coordinating regional and international efforts in order to ensure security and stability in the region and emphasized the positive participation of existing regional forums, including the Tashkent International Conference "Afghanistan: Security and Economic Development" and the Moscow format consultations regarding Afghanistan.
The parties expressed their deep concern about the humanitarian situation and the dire economic situation in this country and declared their readiness to continue providing humanitarian aid to the people and support the economic reconstruction of Afghanistan.
The parties pointed to the key role of the United Nations in providing humanitarian aid to Afghanistan and asked the international community to increase emergency humanitarian aid to the people of Afghanistan.
The parties emphasized the importance of countering efforts to politicize the humanitarian aid needed by the Afghan people and declared that the distribution and use of humanitarian aid should be within the framework of serving the interests of the ordinary people of Afghanistan.
The parties emphasized that helping Kabul in reviving the national economy will create suitable living conditions for the people and reduce the flow of immigrants abroad.
The parties pointed out the fundamental importance of important international projects of energy, transportation, communication, infrastructure and other projects implemented by neighboring countries for the socio-economic development of Afghanistan and the active integration of this country in the world economy.
The parties paid attention to Uzbekistan's initiative to create an "international negotiating group" under the supervision of the United Nations and Tajikistan regarding the creation of a "security belt" around Afghanistan and are waiting to receive comprehensive background information from the initiators.
The parties urged the countries that are mainly responsible for the current problems in Afghanistan to diligently fulfill their commitments regarding the economic recovery and future development of Afghanistan.
The parties emphasized on the formation of meetings of three working groups, including the political and diplomatic working group, the economic and humanitarian working group, and the security and stability working group at the earliest opportunity.
The parties, while appreciating and thanking Uzbekistan for holding the fourth meeting of foreign ministers at a very high level, supported the proposal to hold the fifth meeting of foreign ministers in Ashgabat in 2024 or, if necessary, at an earlier date.
