According to the announcement, the member countries of the Collective Security Treaty are concerned about the deterioration of the security situation in Afghanistan and the intensification of the activities of international terrorist organizations, especially ISIS Khorasan, in Afghanistan.
 
In its statement, this organization has also expressed concern about the increase in drug smuggling from Afghanistan to neighboring countries. The statement stated that a "truly inclusive" government should be formed in Afghanistan.
 
The foreign ministers of the Collective Security Treaty Organization have emphasized that basic human rights, including women's rights, ethnic rights, and the right to education, must be respected by the Afghan authorities.
